HANOI PEOPLE’S COMMITTEE – HOSTING AUTHORITY

The Hanoi People’s Committee is the local state administrative body responsible for the management, direction, and administration of economic, social, educational, scientific, technological, cultural, diplomatic, and security developments across the Capital.

In IOAA 2026, the Hanoi People’s Committee serves as the Host Authority, holding the highest and most pivotal role in overseeing, organizing, and overall coordinating the Olympiad. The Hanoi Department of Education and Training acts as the primary executing agency, working in close coordination with relevant ministries, municipal departments, and Phenikaa University - the venue for main events - to ensure a safe, professional, and internationally compliant competition.

Hosting IOAA 2026 reaffirms Hanoi’s position as a major hub for education, science, innovation, and international cooperation in Vietnam.

MINISTRY OF EDUCATION AND TRAINING OF VIETNAM – COORDINATING AGENCY

The Ministry of Education and Training (MOET) is a governmental agency performing state management over education and training nationwide. The Ministry is responsible for formulating educational strategies, policies, and regulations, as well as guiding, inspecting, and supervising the implementation of academic and professional standards and quality assurance within the national education system.

Throughout the educational reform process, the Ministry places strong emphasis on elevating teaching and learning quality, developing the teaching workforce, driving digital transformation, enhancing STEM education, and expanding international educational cooperation.

In IOAA 2026, the MOET serves as a coordinating agency, offering guidance and support in areas under its state management. It collaborates to ensure that the competition adheres to Vietnamese regulations as well as the academic requirements of the IOAA.

The Ministry's guidance reflects Vietnam's commitment to discovering and nurturing young talent, raising the quality of science education, and strengthening global academic connectivity.

HANOI DEPARTMENT OF EDUCATION AND TRAINING – EXECUTING AGENCY

The Hanoi Department of Education and Training (Hanoi DOET) is a specialized agency under the Hanoi People’s Committee, providing advisory services and exercising state management of education and training across the Capital.

The Department is responsible for advising, implementing, and supervising the city's educational development plans; enhancing instructional quality; empowering educators; integrating technology into educational management; and organizing activities to identify and foster gifted and high-achieving students.

For many years, Hanoi has consistently prioritized specialized and gifted education, particularly in mathematics, natural sciences, technology, and foreign languages. Hanoi students have achieved outstanding results in national and international Olympiads, contributing to the Capital's long-standing tradition of academic excellence and quality education.

For IOAA 2026, the Hanoi DOET acts as the executing agency, serving as the central coordinator in advising and implementing tasks under the direction of the Hanoi People’s Committee.

The Department works closely with the Ministry of Education and Training, the Ministry of Public Security, the Ministry of Foreign Affairs, municipal departments, relevant ministerial units, and Phenikaa University to execute academic affairs, logistics, security, diplomacy, communications, and operational services for the event.

As the primary executing agency, the Hanoi DOET ensures that IOAA 2026 is conducted scientifically, safely, professionally, leaving a lasting educational legacy.

PHENIKAA UNIVERSITY – MAIN VENUE

Phenikaa University is oriented toward an innovative university model that closely integrates education, scientific research, technology transfer, and community service.

The university possesses a modern campus, mordern lecture halls, advanced laboratories, and a technical infrastructure built to accommodate high-level education, research, and large-scale academic events. Its faculty, scientists, and experts operate across various disciplines in basic sciences, engineering, technology, and interdisciplinary fields.

In astronomy, astrophysics, and space science, Phenikaa University is progressively building research groups, specialized academic programs, and in-depth research activities. The university actively fosters partnerships with domestic and international scientists, research institutions, and academic networks to drive knowledge exchange and research capabilities.

In IOAA 2026, Phenikaa University serves as the primary venue for the main events, while coordinating key academic, technical, and logistical operations as assigned by the Organizing Committee.

Expected collaborative responsibilities include:

  • Supporting the drafting, review, and moderation of exam papers in line with academic standards and Organizing Committee assignments;

  • Delegating experts and scientists to academic committees, panels, and subcommittees;

  • Providing competition venues, working rooms, laboratories, equipment, and technical infrastructure;

  • Co-organizing academic exchanges, networking events, and social activities for contestants, team leaders, and observers;

  • Assisting in logistical, technological, communications, and operational support per assigned tasks.

Hosting the primary activities of IOAA 2026 at Phenikaa University creates a modern, secure, and inspiring academic environment where worldwide young astronomers can compete, learn, and share their common passion for exploring the space.
